I seem to recall that Bush vowed to "restore dignity and honor to the White House" during the 2000 Presidential campaign.
It sounds like Bush "flip-flopped" to me, even if he hasn't received fellatio from an intern during his occupation of the White House. Therefore, those oh-so-clever Bush fans who incessantly called John Kerry a flip-flopper, and wore their cute little dolphin suits, must be absolutely OUTRAGED at Bush's broken campaign promise.
